Why I'm Running

I am running for the Assessor of Alameda County to keep a true real estate professional responsible for all appraisal and assessment activity. As mandated by the California Constitution, the primary purpose of the Assessor is to accurately determine the taxable value of all land, improvements, and business and personal property located in Alameda County. I am a highly qualified Real Estate professional that has a Certified General Appraisal license issued by the Bureau of Real Estate Appraisers from the State of California. This is the highest appraisal license issued from the State of California. I also have a State Board of Equalization Advanced Certified Property Tax Appraiser Certificate. I have served the Alameda County Assessor’s office for 23 years. I am responsible for large multi-million dollar commercial and industrial projects. I am responsible for working with real estate brokers, appraisers, property owners, major commercial tenants, tax agents and governmental agencies when orchestrating and analyzing information required for valuation analysis. I have worked with the Port of Oakland on their properties. I have been responsible for valuing the shipping lines at the port with their values reaching into a quarter of a billion dollars. I have appraised the major occupants at Oakland International Airport, Hayward Executive Airport and the Livermore Municipal Airport. I have appraised the four Marinas of Alameda County along with the hotels, shops and restaurants that are in their jurisdiction. In my time at the Assessor’s office, I have performed more than 15,000+ appraisals and assessments. I have been in the Real Estate industry for the past three decades. I will serve and protect the community of Alameda County. They will be well informed and represented in the Assessor’s office. I will bridge the gap between labor and management that has existed in the office. I will be an Assessor who advocates for the people of Alameda County. “I am the only qualified candidate.”

My Priorities Are:

  • Transparent in all assessments of taxable property, for the public to better understand why and how their property was assessed.
  • Always ensure that the public is treated with respect, dignity and fairness.
  • Work in conjunction with the Alameda County Board of Supervisors. Building a bond of trust and reliability with each supervisor. Learning from their experiences with the past Assessors of Alameda County. Gaining an insight into their expectations for myself and the office of the Assessor.
  • Track the trends of the local Real Estate market to look for signs of decline in the market. A downturn would trigger an immediate review of all eligible property and in turn save Alameda County property taxpayers hundreds to thousands of dollars.
  • Advocate for an increase in the homeowner’s exemption to give some needed tax relief to the residential homeowners of Alameda County.
  • Develop an internship or apprenticeship type of program for local youth, there is a tremendous need for qualified appraisers, as well as a great opportunity to start a career and serve the public.
  • Provide more education for all appraisers and managerial staff within the Assessor’s office to better serve the public.
  • Work with local city governments to maximize the flow of information between the cities of Alameda County and the Assessor’s office. This in turn will help to provide more tax dollars to schools and other services provided by Alameda County to the public.

Lifelong Resident

Born in Oakland, California and raised in Fremont, California.  Graduated from American High School.  I married my high school sweetheart and we have two children together.  I earned a Bachelor of Science in Business Administration with an emphasis in Finance from California State University, Chico.  I am an alumni member of the Professional Business Fraternity of Delta Sigma Pi.  I served as the President of Beta Gamma Sigma, the international business honor society. I also played and lettered in varsity baseball at Chico State.  While in college, I acquired my Real Estate Salesperson license.  I successfully owned a small business for residential appraisals, serving 7 counties throughout the Bay Area.  I was an active member of the Teamsters Local 70 from 1983 to 1994, while working my way through college and the first years of my professional life.  In 1995, I joined the Alameda County Assessor’s office and have served the public for the past 23 years.

I Am The Only Candidate That is a State Licensed Appraiser

I Hold a Certified General Appraiser License With the Bureau of Real Estate Appraisers From the State of California.

That is the highest appraisal license issued by the State of California.  I also have a State Board of Equalization Advanced Certified Property Tax Appraisers Certificate.

A union member for the past 35 years.  Twelve years with Teamsters Local 70 and twenty- three years with SEIU 1021.  I am pro-labor and would work to establish a chemistry between labor and management.  We would put forth a team effort in providing top-notch service for property owners throughout Alameda County.

I am an active volunteer within my community and have been for the past 24 years.  I am currently a Board Member of and manage two Non-Profit Organizations serving the youth of Alameda County.  My strong leadership skills help to organize, educate and schedule the members of these two organizations.
